The City allows residents to plant boulevard trees or to hire an ISA-certified forester to remove, treat, or maintain existing boulevard trees subject to a boulevard tree work permit being obtained from the City. This is a FREE permit that ensures that any work being done complies with local ordinances, city plans, and best practices. Completed applications can be emailed to mblair@southstpaul.org or mailed to the South St. Paul Public Works Department at 400 Richmond Street East, South St. Paul, MN 55075. If you would like to plant a new tree in your boulevard, please be aware that the City does not allow trees to be planted in boulevards that are less than 5 feet in width. This decision was made to improve the health of any newly planted tree and to avoid further conflicts between boulevard trees and the existing utilities and infrastructure in the City's boulevards. To promote species diversity and ensure any trees that are planted are right-sized with their location, the City (with the help of a local forester) has created a list of allowable tree species that can planted depending on the planting location.
